Classes of Information Available under the West Lothian Council Publication Scheme 2017

We publish information online that we hold within the following classes. Once information is published under a class, we will continue to make it available for the current and previous two financial years (where available).

Where information has been updated or superseded, only the current version will be available. If you would like to see previous versions, you may make a request to us for that information.

CLASS 1: ABOUT WEST LOTHIAN COUNCIL

Class description:

Information about West Lothian Council who we are, where to find us, how to contact us, how we are managed and our external relations is available from the Council Information pages on the council's website.

CLASS 2: HOW WE DELIVER OUR FUNCTIONS AND SERVICES

Class description:

Information about our work, our strategy and policies for delivering functions and services and information for our service users. 

The majority of council services are accessible via the front page of the council's website, including quick links to functions that cover all services on how to Pay for it, Apply for it , Request it and Report it .  There is a search facility on all pages of the website that directs users to relevant web pages based on key words. The website also includes a list of Associated Organisations and Partnerships and Community councils .

CLASS 3: HOW WE TAKE DECISIONS AND WHAT WE HAVE DECIDED

Class description:

Information about the decisions we take, how we make decisions and how we involve others.

All information relating to council minutes, meetings and agendas is available via the Council Information System (CoIns): Council minutes, meetings and agendas . There are also specific web pages related to Consultations and Performance .

CLASS 4: WHAT WE SPEND AND HOW WE SPEND IT

Class description:

Information about our strategy for, and management of, financial resources (in sufficient detail to explain how we plan to spend public money and what has actually been spent). West Lothian Council's Annual Accounts outline the financial position of the Council at the end of each financial year.

CLASS 5: HOW WE MANAGE OUR HUMAN, PHYSICAL AND INFORMATION RESOURCES

Class description:

Information about how we manage the human, physical and information resources:

Human Resources contains information relating to The council's People Strategy, Policies Procedures & Guidance, Learning and Development etc.

Web pages relating to Accessing Information can be found the council's website.  This includes information relating to Records Management, Data Protection and Freedom of Information.

CLASS 6: HOW WE PROCURE GOODS AND SERVICES FROM EXTERNAL PROVIDERS

Class description:

Public Procurement is the process by which public bodies acquire Goods, Services and Works from external providers to meet customer and service user needs, and covers all activities from identification of a requirement through to end of the useful life or disposal of an asset.  Examples of the diverse range of procurement exercises could include supply of stationary, the provision of electricity and even the construction of a new school.

CLASS 7: HOW WE ARE PERFORMING

Class description:

Information about how we perform as an organisation, and how well we deliver our functions and services can be accessed on pages relating to Performance on the council website.

CLASS 8: OUR COMMERCIAL PUBLICATIONS

Class description:

The council do not produce commercial publications.  If this changes in the future, the council will update this section.

CLASS 9:OPEN DATA

Class description:

We aim to make increasing amounts of our data freely and widely available via these webpages. West Lothian Council has adopted the UK government's approach to Open Data Standards in that data should be published to a minimum of 3 stars in the Government's 5 start rating scheme. 

This means our data is easily accessible and available to re-use as required under the Open Government Licence (opens new window).  We are working hard to ensure all our published datasets meet this standard.

Throughout the councils website all text documents are presented and downloadable in pdf/odf format and spreadsheets are in .csv format.
