The full Council Tax bill assumes that there are two adults resident in a property. Qualifying apprentices may be disregarded for Council Tax purposes. This means that they will not be counted when looking at the number of adults resident in a property. As a result of a person being disregarded, a Council Tax discount may be awarded.
For Council Tax discount purposes, an apprentice is defined as a person who –
To apply for Council Tax discount, you will need to ask your employer to complete the Employer Form. Once completed this form must be uploaded as part of your application along with a copy of your 3 most recent pay slips
You can still complete and submit this form without this information however it may delay your application. Discount cannot be awarded unless you provide the required supporting evidence.

Payment must not be withheld pending the outcome of an application. You must continue to pay your Council Tax as detailed in your last bill.
