ELC Additional Year (Or Deferral of P1)

Find out how to apply for an additional year of ELC in West Lothian Council establishment or for funding to attend a partner establishment

We send letters to the parents/carers of all known eligible pupils in West Lothian, who require a P1 place for the next school year, this letter will also advise if your child can defer their P1 entry and how to apply for an additional year of ELC.

The Council's School Placement Panel has responsibility for deciding these applications.

When are children eligible to enter Primary 1?

Covering the period of 01 March to the end of the following February - if a child's 5th birthday occurs, they are eligible to enter Primary 1 at the start of term in the August within that period.

Can I defer my child's start in Primary 1?

  • If a child's 5th birthday occurs between 01 March and the 1st day of the school year in the August, then you cannot defer your child's entry into Primary 1.
  • If your child's 5th birthday occurs between 2nd day of the school year in the August and the end of February, then you can defer your child's Primary 1 start to the following August.  You do not need to apply to defer your child's Primary 1 start, however you do need to apply for an additional year of ELC if you wish your child to attend a funded ELC placement for that year.

How do I apply for an additional year of ELC?

The easiest way to apply is to use the Additional Year of ELC application form.

Alternatively, if you would prefer to complete a paper form, application packs are available from Pupil Placement, from West Lothian Council ELC establishments and from Customer Information Service.

What happens to my application?

All applications requesting an additional year of ELC should be submitted by the end of the February, prior to a child's 5th birthday.

Applicants whose 5th birthday occurs between the 2nd day of the school year in the August and the end of the December - have the right to defer, but no automatic right to an additional year of ELC therefore your application will be acknowledged, to tell you your request will be considered by the School Placement Panel in the March after the February closing date.  We will write to you again by mid-April to tell you whether your application has been successful, or your application has been refused.  If your application has been refused, there is no right to appeal.

Applicants whose 5th birthday occurs between the 01 January and the end of February - have the right to defer, and an automatic right to an additional year of ELC therefore we will write to you to tell you whether your application has been successful or whether further consideration is required.  If further consideration is required we will write to you by the end of May to advise you of the outcome.
