West Lothian Licensing Board

The sale of alcohol is controlled by law and each local government area must have a Licensing Board.

Please note that all the Licensing web pages are intended to guide you through the procedures associated with making an application for a licence. The following members have been appointed to the West Lothian Licensing Board;

  • Councillor George Paul
  • Councillor Damian Doran-Timson

West Lothian Licensing Board meetings are being held on a hybrid basis at present. Any member of the public wishing to attend a meeting can now do in person.

Applicants and their agents will be contacted about accessing the meetings at which their applications will be considered. The meeting schedule is as follows;

  • 13 October 2023
  • 10 November 2023
  • 8 December 2023

Please note that once an application is received and is deemed to be complete it will be acknowledged and sent for processing. Once the objection period has passed, the Clerk will then decide at which meeting the application will be heard and applicants and agents will be advised accordingly. There is currently a backlog of applications to be processed due to an unprecedented rise in the numbers of applications being received. Applications requiring to be referred to the Board will be dealt with in chronological order and it is recommended that all applications are checked carefully before being submitted as incomplete applications will cause further delay.

The Licensing Board is undertaking a review of its policy statement. The Board sought the views of the public and stakeholders on policy issues relating to licensing the sale of alcohol. The results of the consultation have been analysed by the Board and changes have been made changes to the draft policy which can be viewed here  Draft Licensing Board policy 2023 [1MB]

A further consultation on the wording of the revised policy Review of Licensing Board Policy Statement has now closed.
