LDP 'Proposed Plan' Examination

The West Lothian Local Development Plan Proposed Plan was submitted to Scottish Ministers on 28 October 2016 together with a request that Ministers appoint a person to examine the unresolved representations made in respect of the Proposed Plan.

The Scottish Government's Directorate for Planning and Environmental Appeals (DPEA) subsequently confirmed that the examination would be carried out by David Liddell BA (Hons) MRTPI.

The DPEA also confirmed that the reporter had concluded the examination of conformity with the authority's participation statement under Section 19(4) of the Town and Country Planning (Scotland) Act 1997 (as amended) and advised that the examination of the plan under Section 19(3) of the Act commenced on 18 January 2017.

Reporters were tasked with assessing the unresolved issues along with the council's response to them and deciding whether changes should be made to the plan. The council had already provided the reporter with a summary of the issues that the council considered should be assessed at the examination and a copy of all the representations that had been received. Parties who had made representations were not required to submit any further information unless specifically asked to do so by the DPEA.

The principal Report of Examination was issued on 11 December 2017 (augmented with an additional Report of Examination dealing with a single site issue issued on 8 January 2018).

The DPEA alerted the council to erroneous tables on pages 72 and 87 of the principal Examination Report. These tables have been replaced with the corrected versions (opens new window)
