Archived Development Plan information

This section is presented primarily as an information resource. It documents the processes and key stages culminating in the adoption of the West Lothian Local Development Plan 2018 (LDP 1) in September 2018 and it is also where a reference copy of the now superseded West Lothian Local Plan 2009 (WLLP) and related Supplementary Planning Guidance (SPG) can be accessed.

The documents in the LDP 1 archive identify the key stages in the plan making process starting from a 'call for sites' exercise in 2011, through the 'Main Issues' and 'Proposed Plan' phases, Examination, Modification and finally the Adoption of the plan in September 2018. It records the timetable of events and key dates and provides readers with links to relevant reports and public documents.

Reference data is also provided in relation to the superseded West Lothian Local Plan (WLLP), the first district-wide local plan embracing the whole of West Lothian, which was adopted in January 2009. The Written Statement, the Proposals Maps and all of the Supplementary Planning Guidance (SPG) which supported the West Lothian Local Plan can be viewed here.

The SDP was a statutory planning document and had been a component of the development plan. It communicated strategic level and cross-boundary planning policy and applied national policy and guidance from the Scottish Government. The SDP for Edinburgh and South East Scotland informed the Local Development Plans prepared by each of the Member Authorities in the Edinburgh and South East Scotland region which included West Lothian. The Planning (Scotland) Act 2019 however removed the need for the preparation of Strategic Development Plans and the adoption and publication of National Planning Framework 4 (NPF4) on 13 February 2023 was the trigger for all strategic development plans and any supplementary guidance issued in connection with them to cease to have effect.
