Electric Vehicle (EV) Charging in West Lothian

West Lothian Council is responsible for a number of EV charge points which are part of the ChargePlace Scotland network.

West Lothian Public EV Infrastructure Plan 

West Lothian's EV Infrastructure Plan [3MB] was published in September 2023 and it sets out an overarching Vision for EV charging in West Lothian.

The vision is that: "All people living in and visiting West Lothian have access to a comprehensive and reliable network of public EV chargers which are accessible and easy to use, provide convenient and affordable access for all and support active and sustainable travel choices."

In order to support the stated vision, two key objectives have been identified. These are that:

  • 10% of parking spaces in key West Lothian Council owned car parks will be EV by 2026, and;
  • Over 50% of households with no off-road car parking in West Lothian will be within a reasonable walk (200-400m) of a charging site by 2026.

These aspirational objectives will seek to ensure that there is a robust public charging network across West Lothian which supports the just transition from conventional vehicles.


Following approval at a meeting of West Lothian Council Executive on 17 October 2023, the council's tariffs for the use of EV charge points will change from 1 November 2023. Drivers should note that the tariffs are based on charger type and not the connection used.  The level of tariffs is set out below:
