Community Asset Transfer

West Lothian Council recognises that the ownership of property assets (land and buildings) can contribute to the empowerment of communities. Community Asset Transfer involves the transfer of responsibility for an asset from the Council to a voluntary or community organisation.

The Council's commitment to, and policy for community asset transfer were agreed in a report to the Council Executive on 28 November 2017 and updated on 16 April 2024.  That policy follows Scottish Government guidance and it sets out the assets that are suitable for transfer; the voluntary and community organisations that are eligible to apply; and the process, requirements and criteria that will be used to assess and evaluate proposals.

Approved Guidance Notes for Applicants have also been produced to help advise potential applicants and guide them through the process.

Organisations wishing to explore or formally apply for community asset transfer are encouraged to contact Rachel Donald, Property Modernisation and Community Empowerment Officer as early as possible by emailing Rachel.Donald2@westlothian.gov.uk to discuss their proposals.
