Proposal to Establish New Denominational Secondary School at Winchburgh and Associated Proposals

The proposal was approved under Standing Order 31 (Urgent Business) in May 2020. West Lothian Council Education Executive noted the proposal on 23 June 2020.

Proposal

West Lothian Council agreed, on 12 November 2019, to undertake formal consultation on the proposals to (i) establish a new -denominational secondary school at Winchburgh, (ii) review admission arrangements to establish the catchment area for the new school, (iii) review admission arrangements arising from denominational secondary school catchment area variations at St. Kentigern's Academy and St. Margaret's Academy (iv) review transition arrangements from Primary to Secondary School.

Statutory Consultation

In terms of the Schools (Consultation)(Scotland) Act 2010 (the Act), any proposed changes to a school estate in this case creation of a new education establishment and review of admission arrangements arising from school catchment area variations, requires Statutory Public Consultation.

The Consultation involves all key stakeholders and statutory consultees as detailed in Schedule 2 of the Act, this includes parents/carers/children and staff of St. Kentigern's Academy and St. Margaret's Academy and associated primary schools.

This timescale adheres to the statutory consultation period for such circumstances which is a minimum of 6 consecutive weeks and include at least 30 school days.
