National 20mph limit implementation update
The implementation of Transport Scotland's national 20mph speed limit for urban areas in West Lothian is expected to start in early 2027.
An update to the council's Environment and Sustainability Policy Development and Scrutiny Panel (PDSP) heard that funding from Transport Scotland to implement the scheme has now been confirmed for 2026/27. The introduction of the scheme was put on hold until funding was confirmed, with design work ongoing during this period.
The revised programme will now be Phase 1 -Livingston (including Polbeth and West Calder), Bathgate and Blackburn - introduced in early 2027, with
Phases 2 and 3 - Broxburn and Uphall; Linlithgow; Armadale, Whitburn and all other towns and villages - to be completed by the end of 2028.
Full details will be published at National speed limit changes for West Lothian as soon as they are confirmed.
Every council in Scotland is reducing speed limits to 20 mph in all appropriate urban areas as part of Transport Scotland's national scheme.
Statistics show you are seven times more likely to survive being hit by a vehicle travelling at 20 mph, rather than 30 mph. Lowering speed limits is proven to reduce driving speeds, which then decreases road casualties.
Please note that Transport Scotland are providing all councils with ring-fenced funding, which cannot be used for any other purpose, so no council funds are being used
