Go to the link at the bottom of this page. This will open the following screen:
Enter your username and password.
Once you've logged in, the following screen will appear:
Click on the "Yes, take me there" button to link your MyAccount with CONSUL.
From here you should be redirected to CONSUL, where you'll be able to comment and vote on open processes.
Click on either the "Forgot Username?" or "Forgot Password?" button and enter the required details. You'll then be sent an email with a reminder of your username or a link to reset your password.
